Why we need to regulate the use of AI technologies
A few quick thoughts on this:
The potential benefits of AI for our societies are manifold, from improved medical care and knowledge discovery to better and more efficient education. Given the rapid technological development of AI, we should be especially mindful of this technology because significant risks are not far from where great opportunities open up. While most AI systems pose little to no risk, specific AI systems create risks that must be addressed to avoid undesirable effects on people and society. For example, the opaque nature of many algorithms can generate uncertainty and bias and hinder effective enforcement of existing security and fundamental rights legislation.
Regulatory and legislative measures are needed to address these challenges. This is the only way to ensure a well-functioning market for AI systems in which both the benefits and risks are adequately addressed. This includes applications such as biometric identification systems, Deep Fakes, or AI decisions that affect critical personal interests, such as recruitment, education, healthcare, or law enforcement. We need to create a global framework in which can ensure the protection of fundamental rights, the safety of all users, and trust in the development and deployment of AI.
Unfortunately, formulating laws alone is not enough. The biggest challenge will be to monitor such systems. It is also very important that AI regulation should always be based on observation and insights. As AI is developing dynamically, one should quickly evaluate the latest achievements and adapt legislations accordingly. We must create an internationally organized and operating unit to audit and monitor AI systems worldwide concerning the impact and risks to society. It is questionable whether such an organization can be established on a nationwide basis.
We are still at the very beginning. While AI is developing faster and faster, we are lagging behind legislation and regulatory measures. We have to catch up quickly if we don’t want AI to overtake us one day.
